			<content:encoded><![CDATA[<p>Two days ago I had the pleasure to attend a dinnermeeting with EC representatives (Infosoc) and some of Amsterdams finest. The discussion touched many subjects related to the role of multi-cultural cities with a long history as a breeding and testing place of badly needed social/technological innovation and how an NGN aka ubiquitous superbroadband can be a platform for this accelerated change.<br />
The discussion touched mundane issues like what would not only be the savings (massive) but much more the potential if the Municipal Government would shift most of its office computing to a dedicated and secured version of Google App&#8217;s (or anything similar).<br />
Or on a more fundamental level: is privacy a problem, or &#8220;just get over it&#8221;, or an accident waiting to happen? Will we get a www.googleleaks.com, the search engine for anything deemed private? Or will Wikileaks and its successors show how dangerous a single point of failure in central data collection and storage is?</p>
<p>The best idea I heard are that we need to get these two fundamental rights in our constitution, which cannot be negated by a civil contract, an unreadable EULA or the like.</p>
<p>First of all the right that all data about you remain your possession, no matter who has collected and stored them.<br />
Which means that you can access,  modify and reclaim them (ofcourse within reasonable limits).</p>
<p>The second right is to be forgotten. That data about you cannot be stored indefinitely, wil fade away over time.<br />
Happines is a good health and a selective memory, a unlimited memory is a burden.</p>
<p>I like this, like this a lot. It would create a counterforce against the Facebooks and Hyves of this world.<br />
Great dinner&#8230;..</p>

			<content:encoded><![CDATA[<p>Some ideas and concepts turn out to be more universal than one might expect.</p>
<p>During discussions with Ton van Asseldonk on &#8220;Factor 4 Logistics&#8221; the observation emerged that traditional hub-and-spoke networks (for physical packets, goods) assume an intelligent system and dumb actors (routers) and packets. These networks are highly concentrated and have a low level of connectivity. The TCP/IP-packet-switched-networks have a different design assumption: low concentration, high connectivity and intelligent actors with packets that find their own route.</p>
<p>What if you apply this type of network design to the transportation of physical goods? The results are amazing : 50 % reduction in transportation (miles travelled), much higher average speed, more value created, more value potential.</p>
<p>The work done is based on the detailed analysis over 6 months of individual pieces (trays, carton boxes), 32 million orders, in a retail chain in the Netherlands. <p>The fact that this type of logistic design has been in action for over 100 years,  with great results was an eye-opener. The Dabbawallah food distribution system in India is an Internet of Goods, running with fantastic accuracy for a century or more.</p>

			<content:encoded><![CDATA[<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">One of the advantages of a long intercontinental flight is the uninterrupted time available to read and think. Three seemingly unrelated authors and the puzzle of data hogs and net neutrality started to become connected after a couple of hours and a short nap. If only not to forget the line of thinking, here is an extensive post.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">There is a growing interest in the work of </span><span lang="EN-US"><a href="http://en.wikipedia.org/wiki/Elinor_Ostrom">Elinor Ostrom</a></span><span lang="EN-US" style="mso-ansi-language:EN-US"> (Nobel Prize winner economics) and her husband on social institutions: methods of cooperation between people that cannot be characterized as &#8220;state&#8221; nor &#8220;market&#8221;. Lately I have been wondering if one could approach the issue of congestion in oversubscribed backhauls ( aka &#8220;bandwidth hogging&#8221;) or the issue of Net Neutrality as a particular instances of &#8220;commons&#8221; that could be ruled by social institutions.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">A commons problem is defined by her as how to arrange for a long term productive use of a limited<span style="mso-spacerun:yes">&nbsp; </span>resource system, like ocean fishing. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The use of a limited resource backhaul connection (connecting a large number of subscribers to an interconnection point) can be viewed as a commons problem in my humble opinion. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">A Net Neutrality debate pertains to the commons of the Internet. In my world view the &#8220;Internet&#8221; is a commons created by the voluntary cooperation of autonomous networks in exchanging traffic to and from all destinations. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Ostrom explains in her book &#8220;Governing the Commons&#8221;<span style="mso-spacerun:yes">&nbsp; </span>how 3 influential ideas have led to the view that either the State as power center or the Market (private property and free trade) are the solution to commons problems. But the empirical reality is that neither the State nor the Market have been uniformly successful in long term productive commons arrangements.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">She points to the issue that the &#8220;State&#8221; solution is prone to erroneous decision making, creating worse situations than before. If enforcement fails the ravaging of the resource is almost guaranteed, exactly the opposite of what is the goal. The &#8220;privatize everything and free the market&#8221; solution creates costly transactions, inefficiencies because of the fragmentation and costly governance structures, susceptible to capture by the largest players that can influence the external governance to bend in their direction. And in many cases it is impossible to effectively cut up the commons in pieces.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">She shows that voluntarily commitment to a strategy and its enforcement (a social institution) is a third option that can be successful in governing a commons. A number of rules for success have been identified by her. One is that social institutions can be nested in greater social institutions: a good example is the exploitation of groundwater basins on the West Coast of the USA.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Van Asseldonk e.a. have written several papers on the relationship between (economic) network morphology (</span><a href="http://www.dadamotive.com/TVA_morphology.PDF">TVA_morphology.PDF</a>)&nbsp;and entropy (&nbsp;<a href="http://www.dadamotive.com/TVA_configuration.PDF">TVA_configuration.PDF</a>).</p>
<p class="MsoNormal">Networks in economic sense are seen as a cooperation between actors with their individual competences to create higher productivity than they can achieve individually. Networks are characterized by both their interconnectivity (number of links between actors) and their concentration (distribution of links over actors). The combination leads to a mathematical calculated level of entropy, a level of flexibility and/or chaotic behavior.<span style="mso-spacerun:yes">&nbsp; </span>Too little entropy and the network cannot adapt to a changing environment. Too much entropy and the stability is gone, every perturbation leads to erratic changes and loss of energy.</p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The remarkable observation is that in natural occurring complex systems a certain entropy level seems to be optimal, leading to a concentration distribution that is described by the famous Power Law.<span style="mso-spacerun:yes">&nbsp; </span><a href="http://en.wikipedia.org/wiki/Albert-L%C3%A1szl%C3%B3_Barab%C3%A1si">Barabas</a>i has written extensively (&#8220;Linked&#8221;) on networks that have such a concentration distribution, other authors show that it can be found in many, many networks.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Van Asseldonk e.a. have extended the theory to how different networks morphologies (aka organizational structures) cope with the demands for decision making. Decision making is defined as searching within a given variation space for an optimal solution, using a given number of different competences of the actors in the network (aka more or less specialized people or departments).<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">As the searchable variation space (lets say, the complexity of the environment you want to manage) grows and the number of competences you need to involve in the search grow, the search costs grow exponential and quickly become larger than the production cost of the solution.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US"><span style="mso-spacerun:yes">&nbsp;</span>The industrial hierarchy/bureaucracy is the first to succumb, a networked organization holds out longer.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">How does all this tie together?<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Ostroms observations on the ineffectiveness of the State concur with the search costs observed by van Asseldonk; either you have a bloated State (too much drain), or a small State that cannot search the space and makes grave errors and does not have the resources to enforce. The same applies to the market solution, only transferred to the external governance and transaction structures needed in a privatized solution for the commons (if at all possible).<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Her local social institution has neither of the disadvantages and is highly adaptable. It can be nested in greater institutions which seems to be comparable to the &#8220;small worlds linked through larger nodes&#8221; images conjured by Barabasi in describing complex networks. The scale free<span style="mso-spacerun:yes">&nbsp; </span>power law connectivity distribution relates to the natural balance between adaptability and stability.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Back to congestion and Net Neutraility.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The governance of the commons &#8220;Internet&#8221; is achieved by the autonomous networks amongst each other. There are bodies to create and modify the rules of <span style="mso-spacerun:yes">&nbsp;</span>cooperation. Some unwritten rules for exchanging and interconnecting to create an addressable space are used in practice. &nbsp;Some of them are agreements, some of them are technical standards, some of it in the implementation of technology (TCP/IP congestion managenent implementation for example).&nbsp;</span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Unlike many people seem to think, the users of the commons<span style="mso-spacerun:yes">&nbsp; </span>&#8220;Internet&#8221; (including the companies) have not been a party in this governance structure, up till now. The State is intervening (on behalf of them?) now that some powerful networks want to change the rules unilaterally. Which is the source of the current state of discussions.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The interesting intellectual challenge is to apply the guidelines as identified by Ostrom for a succesfull commons and see if they could fit the problem.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The first striking failure is that up till now the users of the commons do not participate in the governance of the commons, nor can they be sure that the ISP as entry-point to the Autonomous Networks represents them correctly. An institutional problem.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The second failure is that there is no transparency on how the commons is used by users, which is technical question. Would it be possible to see how other users of the backhaul are using this commons? And to establish together with your ISP rules on behavior or on investmenst in more capacity?<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Beinhocker poses the question: what is the origin of our incredible wealth and why does it keep growing? <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Classical economic theory does not give an answer. He shows how classical economics is like the medical profession centuries ago. Doctors are doing their best, <span style="mso-spacerun:yes">&nbsp;</span>struggling to help patients, relying on inadequate and limited diagnostic tools, plausible but incorrect theoretical models and assumptions, rules-of-thumb and common sense developed by trial and error. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Since the 1980&#8242;s we understand that the economy or &#8220;the market&#8217; is a specific class of all complex systems that show emergent behavior.<span style="mso-spacerun:yes">&nbsp; </span>It is clear we have been moving in the direction of more specialization of functions, more diversity in output, more interrelations. Unfortunately our mathematical framework is not able to deal effectively with the non-linear relationships and feedback-mechanisms innate to these systems. A reductionist brute force approach is impossible: the computational effort to calculate all possible states is (near) infinite. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Fortunately computers give us the possibility to simulate these systems and understand more of their behavior. <span style="mso-spacerun:yes">&nbsp;</span>Like why big integrated organizations or big integrated software systems are so difficult and costly to modify (loss of stability is around the corner).<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The interesting question is&#8221; &nbsp;how on earth it is possible for such a complex system to evolve, to reach a stable state and to adapt to changes?<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The simulations show that an evolutionary approach (try many different variations simultaneously based on best practices, select the best performing, combine them and create new ones, <span style="mso-spacerun:yes">&nbsp;</span>try again and repeat ad infinitum) is by far the best. <span style="mso-spacerun:yes">&nbsp;A system</span>&nbsp;evolves very rapidly to an acceptable (&#8220;good enough&#8221;) state, keeps improving continuously and can adapt quickly to external influences or disruptions. It is far, far better than a Big Man approach: trying to control and steer everything top-down. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">So the continuous &#8220;tussle&#8221; of competing variations under evolutionary pressure is the core driver of our growing wealth. Reduce the tussle and/or reduce the evolutionary pressure : <span style="mso-spacerun:yes">&nbsp;</span>the growth of our wealth slows down. <o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">The big &#8220;If&#8221; however is the direction of the evolutionary pressure implied by &#8220;select the best performing variations&#8221;. <span style="mso-spacerun:yes">&nbsp;</span>What is &#8220;better&#8221; in a selection ? <span style="mso-spacerun:yes">&nbsp;</span>Beinhocker argues &#8221; bigger GDP, higher productivity, more profit, bigger bonus&#8221; <span style="mso-spacerun:yes">&nbsp;</span>is too limited and can lead to less wealth instead of more. We need an improved definition of &#8220;better&#8221;.<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="mso-ansi-language:EN-US">Based on his arguments one can define <span style="mso-spacerun:yes">&nbsp;</span>an increase in wealth as:<o:p></o:p></span></p>

<p class="MsoNormal" style="mso-margin-bottom-alt:auto;line-height:normal"><span lang="EN-US" style="mso-ansi-language:EN-US">So a better broadband pipe to an unmitigated Internet is an increase of wealth. The end-to-end paradigm results in an increase of wealth. <span style="mso-spacerun:yes">&nbsp;</span>Price differentiation that gives more options is an increase of wealth, but artificial scarcity to improve profits is a decrease of wealth (Net Neutrality). <span style="mso-spacerun:yes">&nbsp;</span>Walled gardens are a decrease of wealth .<o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-bottom-alt:auto;line-height:normal"><span lang="EN-US" style="mso-ansi-language:EN-US"><span style="mso-spacerun:yes">&nbsp;</span>More efficiency which results in lower prices increases wealth but the bigger increases are generated by increasing our options: like mobile voice and mobile Internet, or search engines like Google (although they hardly show up in GDP and productivity statistics). <o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-bottom-alt:auto;line-height:normal"><span lang="EN-US" style="mso-ansi-language:EN-US">Less &#8220;tussle&#8221; by reducing competition slows the growth of wealth. Less evolutionary pressure by lowering the bar overall or focusing on the lowest common denominator reduces the growth of wealth: yes, rural areas need broadband but keep the pressure on the front runners to keep on improving.<o:p></o:p></span></p>
<p class="MsoNormal" style="mso-margin-bottom-alt:auto;line-height:normal"><span lang="EN-US" style="mso-ansi-language:EN-US">An inspiring definition of &#8220;better&#8221;, worth to explore further.<o:p></o:p></span></p>

Researchers at MIT have discovered that the mathematics describing traffic flow under high densities are quite similar to the fluid dynamics equations that describe solitons.&nbsp;</span></div>
<div>They have coined the term &#8220;jamiton&#8221; (jam-soliton) to describe the well known effect that in dense traffic a traffic jam appears for no apparent reason.&nbsp;</div>

<div>Hopefully this breakthrough will lead to knowledge how to prevent these traffic jams.</div>

<div>Apparently at least a part of it was a (convenient) damn lie, keeping the foreign investment dollars coming to the USA.</div>
